I've noticed that some signs are actually on the same pole. This is fine, except there are cases where the different signs are all part of the same regulation. For example:
Sign 1: No standing 10am-6pm Mon thru Fri <----->
Sign 2: Except (Rider)
Sign 3: Ambulette
Signs 2 and 3 don't make sense unless they're tied to sign 1. Luckily the signs all have the same geographic coordinates in the dataset.

- Time amount
- e.g. 1 hour parking, except 10am-12pm
- This has 3 tokens that represent time.
